Conservative MP Cheryl is blaming government regulations for the extreme flooding that has hit her riding in two of the last three years. But Paul Allen, a manager at the International Joint Commission, which manages outflows at the dam in Cornwall, says 'there’s no single operating plan or regulation plan that could be put in place... that’s going to be able to deal with the levels that the system is experiencing right now.'
