The gruesome mail delivery of a dismembered human foot to the Conservative Party of Canada’s headquarters Tuesday has rattled some Tory caucus members, and a wider shiver went through Parliament Wednesday on news that a second body part, a hand, was intercepted before it could reach its destination—Liberal Party of Canada headquarters.
