Restorative justice should be paramount objective for aboriginal offenders
According to the 2006 Census, self-identified aboriginal individuals comprised just more than three per cent of the adult population, but fully 25 per cent of adults in provincial or territorial custody and 18 per cent of federal inmates were aboriginal.
