WASHINGTON, D.C.—In April, during a CBC interview whose release was delayed, Richard Fadden, director of the Canadian Security Intelligence Service (CSIS), i.e., Canada's spy and counter spy chief put his foot in it, suggesting foreign influence over some Canadian provincial officials.
