PM’s Upper Chamber reform unconstitutional says Liberal Senator Joyal
The British House of Lords overwhelmingingly rejected a "wholly elected" Upper Chamber last week and Canada has to rethink its plans to move toward a reformed Senate, says Liberal Senator Serge Joyal, who also says Bill C-43, the government's plan for an elected Senate, is unconstitutional.
