Twenty-four-year-old Robin Rix is young, motivated and intelligent. The Toronto native is quickly making a name for himself in the world of Canadian public policy too, and he's getting paid to do it. Last week, Mr. Rix was announced as the 2002 national winner of the As Prime Minister Awards
