Regarding Richard Gwyn's column "Kyoto Protocol only sets targets," (The Hill Times, Nov. 25). Gwyn's assertion that Kyoto "only sets a target" and that Ottawa's plan is "made in Canada" is a gross oversimplification of the issue which, of course, is exactly how the government wants to portray it...
