Canada’s ‘support’ for ICC muddied by ‘excessive caution’ in face of U.S. attacks, says former envoy

Canada has been hesitant to confront the U.S., and should instead be using 'every tool' to protect the International Criminal Court and a sanctioned Canadian jurist, say observers.
