ArriveCan app provided ‘value for money,’ just not the ‘best value,’ CBSA official tells MPs

A Canada Border Services Agency official told MPs the agency "overused" contractors in the emergency procurement of the ArriveCan application, and while the app provided some value for money, it did not provide the "best value for taxpayers."
