Contract and cost negotiations will now start with Zeidler Architecture Inc. and David Chipperfield Architects to finalize the $430-million broad starting estimate, with construction expected to begin within 18 to 24 months, and the block completed two years after that.

After a year-long competition, the winning bid to complete “Parliament square’s” fourth wall came out ahead, thanks, in part, to a design that works well with Hill security plans, according to one of the MPs who sat on the jury.
