Former PM Harper asked Vance about sexual-misconduct allegations, testifies ex-top aide 

The national security adviser at the time reported there was no complainant, nothing in the Department of National Defence’s files, and Gen. Vance had denied the rumour of an inappropriate relationship with a subordinate, saying the relationship had been public at the time.
Former top Conservative staffer Ray Novak, pictured March 22, says when the allegations of improper sexual conduct surfaced against Gen. Jonathan Vance, he brought the matter to the national security adviser at the time.
The Conservative government looked into the two allegations of inappropriate relationships against now-retired chief of defence staff Jonathan Vance before appointing him, but he may not have been as forthcoming about his conduct, former senior Tory aide told a parliamentary committee.
