Create eco-district pilots now to show how to live, work, and play in next-generation cities

Carbon neutral eco-districts are not built today because high quality buildings with integrated renewables require higher initial investments that pay off, of course, but only after 10 or more years.
We need other players in the development of eco-districts, to incentivize higher ecological standards by allowing developers to build higher density or tighten the regulations.
