AN APARTMENT NEAR PARLIAMENT HILL—Conservative Leader Andrew Scheer will be at his party’s helm a little while longer after its recent decision to suspend the ongoing leadership race due to COVID-19, and supporting him is a 76-member team led by acting chief of staff Martin Bélanger.
