Health Minister Ginette Petitpas Taylor's department topped the list of big spenders on public opinion research. Health Canada topped the list, spending $2.8-million. Some of the projects included testing concepts for public-education campaigns on cannabis, probing Canadians’ awareness on opioids, and gauging communication strategies for its healthy-eating strategy.
