Trudeau boosts parliamentary-secretary appointments, shuffles four MPs out

Celina Caesar-Chavannes, Jean Rioux, Don Rusnak, and Kim Rudd are out. Of the 10 new MPs who have been promoted, five come from Ontario, including four from the Greater Toronto Area, one from Manitoba, two from Quebec, and two from Nova Scotia.
