Prorogation primer: which bills wouldn’t survive a pre-fall reset

A handful of government priorities are stuck in Parliament over the summer, along with nearly a dozen dead-bills-walking.
Finance Minister Bill Morneau's pension reform bill, C-27, will be one to watch if the government decides to refresh its legislative agenda with a pre-fall prorogation. Mr. Morneau was accused by the opposition Conservatives of being in a conflict of interest when he sponsored the bill, but the federal ethics commissioner recently cleared him on that front.
This session of Parliament is already the fourth-longest in Canadian history and there is some speculation the government will prorogue Parliament this fall, creating a new legislative slate for the Liberals to campaign on in the next election scheduled in October 2019...
