Five budget takeaways for politicos, public servants, and policy wonks

While providing a $431-million boost to help workers affected by the Phoenix pay system, the Liberals also announced $16-million to start working with experts, unions, and technology providers towards developing a new system.
Finance Minister Bill Morneau and Prime Minister Justin Trudeau walk into the House so Mr. Morneau can deliver the 2018 budget on Feb. 27, which included $6.3-billion in projected new spending and an $18.1-billion deficit for the 2018-19 fiscal year.
The Liberal government plans to move away from the troubled Phoenix pay system and begin development of the “next generation of the federal government’s pay system,” it announced in its third federal budget that was tabled in the House of Commons on Feb. 27.
