Elections Canada concerned about holding referendum on new voting system, implementing changes by 2019

According to the department’s 2016 Report on Plans and Priorities, Elections Canada will begin to 'establish the capacity it requires to support and implement electoral reform,' but says the government needs to act quickly on implementing electoral changes.
Chief Electoral Officer Marc Mayrand says, 'The agency stands ready to align its priorities with electoral reform and recognizes that it needs to be prepared for a range of eventualities.'
