Trudeau should leave Senate appointments up to the provinces

Simply allowing the legislative assembly of each province to be his consultative body for Senate appointments, Trudeau could handily restore and strengthen the two main functions of the Upper House, that is its role as 'sober second thought' and its role as a representative of regions in the federal government.
