Bill C-23 undermines its stated purpose: to serve Canadians well, says Mayrand
Canada’s Chief Electoral Officer Marc Mayrand calls it the most comprehensive reform of the Canada Elections Act since it was completely overhauled in 2000. There are some good changes in the bill, but, overall, there are a lot of problems.
