A controversial government bill amending the Canada Elections Act would prohibit Elections Canada from mounting the kind of electoral and democracy promotion campaigns it has used in the past to inspire aboriginal Canadians, new Canadians, young voters and others into casting ballots, the office of the Cabinet minister in charge has confirmed.
