Lobbying Act was enacted in 2006 under the Federal Accountability Act, and is up for a statutory five-year review. It will not likely begin until the fall, but it's a big issue.

The Lobbying Act should be revised to give Lobbying Commissioner Karen Shepherd explicit powers to deliver advance rulings, but industry stakeholders say there's no reason why Ms. Shepherd can't tell lobbyists if they are violating conflict-of-interest rules before they do it.
