The 2006 background security check guidelines, obtained from the PCO under the Access to Information Act, do apply to advisers to the PCO as well as to Cabinet ministers, Supreme Court justices and very senior officials. They also include checks on criminal and police records, bankruptcy, insolvency and tax record searches.
One election issue that has not totally faded is the comings and goings of Bruce Carson, a former top legislative adviser to the Prime Minister.
