Officers of Parliament have legitimacy to the extent they provide non-partisan expertise, and are accountable to their principal, Parliament, which certainly has the tools to make them so.
In his latest book, Power: Where Is It? (McGill-Queens Press, 2010), Prof. Donald Savoie makes many statements critical of the roles, and consequences of the activities of officers of Parliament (OPs). The purpose of this piece is to assess his critique.
