Dion fails to score on environment
Politically, the Kyoto Protocol file serves as a constant reminder that the Liberal leader was part of a regime that failed to act decisively on the environment.
A year ago, Stéphane Dion ran with the environment ball and won an upset leadership victory. Back then, he seemed destined to go on to score goals in a Conservative empty net. That did not happen.
