Bill C-31 disenfranchises homeless too: reader

Re: "Up to five per cent could be disenfranchised in election," (The Hill Times, March 5). Does Bill C 31, demanding proof of residence, not prevent homeless from voting? If there is any argument to send it back to the house, that would be it.
