Re: "The $40-million is new money: MacKay, Verner," (Foreign Affairs Minister Peter MacKay and International Cooperation Minister Josée Verner's letter to the editor, The Hill Times, Nov. 27.) The money is for new programs, but the $40-million isn't new money is it Mr. MacKay?
