The Federal Accountability Act, Bill C-2, would give Chief Electoral Officer Jean-Pierre Kingsley the power to appoint returning officers, but this could change the perceived partisan patronage appointments to a type of bureaucratic patronage, says Ontario Conservative Senator Hugh Segal.
