Should Canada now be hit by terrorism, which way would it tilt?

No responsible leader yells 'fire' in a crowded theatre. But the London bombings, worrying intelligence reports and the fact that Canada remains both on Al Qaeda's hit list and uniquely unscathed are powerful reasons for frank discussion.

It's time for the federal government to have a heart-to-heart chat with the rest of us about terrorism. Hoping for the best while nudging public consciousness toward the worst no longer makes much sense and certainly won't keep anyone safe.
