Aproposed ethics code for Senators is no better than the one enforced by former Ethics Counsellor Howard Wilson who was routinely dismissed as a lapdog for his lack of independence, say critics who have reviewed the long-delayed rules tabled in the Upper Chamber on Wednesday.
