Arar Inquiry counsel Paul Cavalluzzo recently labelled as "unbelievably complicated" the process of vetting the government's many, allegedly "secret" documents. His comments come as no surprise to those familiar with Canada's perplexing and ill-conceived "complex" of secrecy laws.
