Minorities still under-represented in public service

While majority of bureaucrats are women, but most continue to do bulk of administrative work

The core federal public service grew by 2.8 per cent in 2002-03, according to the government's latest employment figures, which also show women continue to make strides in their total representation, particularly in the top jobs in government.
