Troika of privy councillors to tackle democratic deficit
New Prime Minister Paul Martin appointed a troika of Privy Councillors on Friday responsible for implementing his ambitious agenda on democratic reform, in a move that included giving the government's chief whip a seat around the Cabinet table, a first for Canada.
