‘Deepening crisis’ grips Canadian democracy

Kingsley launches ambitious plan to get young Canadians to start voting

OTTAWA--Jean-Pierre Kingsley, the chief electoral officer, says that Canadian democracy is in the midst of a "deepening crisis" because of the steady decline in the voter turnout, particularly among youths, which reached an all-time low during the last general election in 2000.
