Despite advances in technology and intelligence, border security still relies heavily on more officers, inspections and physical infrastructure. Those investments cannot keep pace with the complexity of modern trade.
The strategic case is straightforward. Environmental crime raises emissions, destroys nature, distorts competition and finances organized crime. Supporting a new UNTOC protocol would protect Canadian interests, strengthen global enforcement and expand opportunities for companies proving their products are clean, legal and trusted.
