Ottawa should publish an Africa strategy implementation plan, organize a prime minister-led trade mission to Africa, and establish dedicated financing to support Canada-Africa investment.
Canada must now decide what kind of global leader it will be. With the right amount of emphasis on the African continent, the fall budget will mark that legacy.
