Carney is all about Europe: he knows it, he likes it, he trusts it

If, or, as we ramp up from two per cent of GDP to 3.5 per cent over the next decade or so, we should all keep successive governments focused on not just buying the kit we need, but continuing to leverage these dollars for both domestic and geopolitical gains.
