Out of the room and irrelevant: Canada needs a coherent policy on ballistic missile defence

No nation is truly sovereign unless it can defend and control its borders. Russia and China are active in the Arctic in new ways. Unless Canada has robust participation, our response to provocations will be weak and meaningless.

It is a happy coincidence when good politics line up with good policy. Often, however, the two are misaligned, and politicians are left with a range of choices ranging from bad to worse.
