OTTAWA—Canada lost a solid, strong citizen this week. Jim Carr, Member of Parliament from Winnipeg South Centre, Man., and former cabinet minister in Justin Trudeau’s government, passed away Dec. 12 after a lengthy battle with cancer. Carr was only 71.
