What’s age got to do with it? Canada needs criteria to settle voting age debate

The most recent change to the federal voting age in Canada occurred in 1970, when the voting age was lowered from 21 to 18. But at the time, the Speech from the Throne did not explain the criteria to move to 18, which suggests the age could be interpreted as being either too high or too low of a threshold, depending on the reasoning used to justify it.
