Time to put an end to tiered citizenship

Tiered citizenship exists. Naturalized Canadians have more rights many Canadian-born citizens. Some children born to a Canadian citizen parent have been denied basic rights, like attending school or getting health care—something that doesn't happen to children of naturalized Canadians.

But Don Chapman, who heads the group Lost Canadians, says, under Canada's citizenship law, some Canadians have more rights than others and tiered citizenship exists.
