Must cannabis be grown in Fort Knox?

For some reason, the government seems bound and determined to confine growing of cannabis to the indoors. This is bizarre. Cannabis grows well outdoors. In fact, it grows like a weed. It is an ideal crop to replace tobacco cultivation in many parts of Canada.
The problem is that growing cannabis indoors, in addition to being unnecessary, imposes a rather large climate impact. An astonishing amount of water and energy are required to grow cannabis indoors, writes Green Party leader Elizabeth May.
