Canadian cities’ pursuit of Amazon may be naïve or cynical but also definitely hopeless
The only way that we could even come close to winning this competition would be for all three levels of government to support a proposal and that would require 'picking winners,' which Canadian governments will not do when it comes to industrial policy.
OTTAWA—Canadian cities, similar to their American counterparts, are clamouring to attract Amazon’s new second headquarters (HQ2). Many of our civic leaders sound like they actually believe that their cities are in the running. They most certainly are not.
