Governor-in-council appointment process: the appearance of change

The new governor-in-council appointment process is supposed be a robust approach for selecting, in future, the most qualified person available as chief statistician of Canada. But this assertion doesn't stand up to scrutiny.
Canada's former chief statistician Wayne Smith says 'the current chief statistician was appointed using a completely opaque process to a lower level of position than his predecessors and, once again, at pleasure, putting paid to any notion of true government commitment to the independence of chief statisticians.'
