Politics creates meaning in otherwise meaningless things

Immigration MInister John McCallum says he wants to allow more immigrants into Canada and have them settle in cities other than Toronto and Vancouver. He hasn't, however, said how this will happen.

TORONTO—If we all agree that immigrants have contributed to the growth of this country in the past and we all know that Canada needs more immigrants in the future, why are we debating if we want more immigrants in this country?
