Six ways to implement a national carbon tax

Instead of provincial governments attempting to protect so-called energy-intensive trade-exposed industries from carbon emission pricing, the federal government should pursue a common set of carbon border adjustments with the United States modelled on the concept of a shared trans border emission price already established in the California-Quebec emission trading system.
