Senate Modernization Committee formed, chairman Sen. McInnis chosen without election

A new Senate committee has been formed to make the institution more democratic, though its chairman was selected without a vote from committee members.
Conservative Senate Leader Claude Carignan said that if the Senate Modernization Committee recommends the idea of electing committee chairpeople and this is approved by the Senate, this committee will be able to elect its own chairperson.
