Digital lock provisions of Bill C-11 go far beyond WIPO standards

The bill will also deprive artists of millions of dollars as revenue streams, such as payments for ephemeral rights, are ended.  When unilateral changes like this are made, it only makes sense for the government to provide some transitional funding to help artists adapt.
