The head of the conservative lobby group Prime Minister Stephen Harper once led, when he mounted a legal battle against election spending limits while he was out of politics, says Elections Canada challenged $1.3-million worth of Conservative ad expenses from the 2006 election in retaliation for Mr. Harper’s court fights against them a decade ago.
