Governor General reads Throne Speech, not PM

Re: "Parliamentary Calendar" (The Hill Times, Jan. 25, p. 35). Your entry for Jan. 25 refers to Parliament being prorogued "until March 3, on which day the Prime Minister will give the Speech from the Throne." Has Stephen Harper elevated himself to Governor General?
